Cooperation between parliaments and the United Nations

in promoting world peace, particularly from the perspectives of the fight against terrorism and energy security

Mister Chairman,

Ladies and Gentlemen,

 

An effective response to the current threats to peace and security - such as terrorism, conflicts of ethnic origin or poverty - needs to be consistent with their global and, at the same time, profoundly interdependent nature.

 

The United Nations system is therefore critical in forging a coherent multilateral approach, based on partnership and consensus among States, in full compliance with the fundamental principles of the rule of law.

 

Important steps were taken within the last years to strengthen the Organization, but we still lack an adequate parliamentary dimension for its activities, more substantial and better targeted than it is today. Let me reiterate in this respect that the Romanian Parliament is fully supportive of the IPU, as a key instrument of cooperation between national parliaments and the United Nations.

 

In this connection, we believe that a thorough examination by the members of the IPU of the newly launched United Nations Global Counter-Terrorism Strategy is absolutely necessary, and we should contemplate the possibility to convene to this end a specialized inter-parliamentary meeting, intended for the relevant committees in national parliaments.  

 

Such debate would help us identify best practices for parliamentary support in the implementation of the UN Plan of Action, in each of its dimensions, but also the needs of parliaments in terms of capacity-building. At the same time, recommendations should be made for an enhanced cooperation between the IPU and the United Nations in the prevention and countering of terrorism.
