The Romanian IPU Group will propose some amendments to the draft outcome document. Without going into details, I just want to point out the main ideas.
To begin with, in our view, in order to be relevant, the Paris Accord should reflect the present realities. In this regard, we have to take into account that the common but differentiated responsibilities and capabilities evolve over time.
Notwithstanding the necessity of differentiating among countries in so far as their involvement in countering climate change, we believe that this approach should not allow the big polluters to be exempt from commitments to reduce greenhouse gas emissions in order to limit warming to no more than 2 degrees.
Romania attaches particular importance to the modalities of differentiating between developed and developing countries and between their respective contributions in curbing climate change effects.
At the same time, the new Accord should provide for a common system of monitoring and reporting of measures taken at national level, based on the principles of transparency and accountability.
Although all countries must adapt to the negative impact of climate change, the new Accord should take into consideration and reflect the special needs of the least developed countries, given that they are the most vulnerable. It has to create conditions for climate-resilient sustainability of food production, food security and economic development.
Last, but not least, our perspective on climate action encompasses, alongside transfers of technology, good practices and support for capacity building, other key elements such as human rights, gender equality, education and awareness raising.
